Smart Rate
This calculation is identical to the Rate Calculation except that Baseline
Estimation is used to determine the threshold level. Baseline estimation
is the process of finding the mean of nWindows random windows of WinLength
length, and then using the product of the smallest mean and the baseline level
as the threshold value.
